Jeffrey J. Don is a career international business consultant and international US based attorney with over 45 years of experience in international cross border business and legal transactions.
Much of his expertise lies in in his unique ability to combine the best business practices of both the East and West which has resulted in a C3 business methodology referred to as its BEWE (Best of East and West) business methodology. BEWE blends the Eastern relationship business model with the Western profit driven business model in a win-win-win model for the project host country, Eastern countries stakeholders and Western countries stakeholders.

By applying its BEWE practices in a disciplined methodical manner, Mr. Don is able to oversee the development of international projects in a collaborative manner among the countries and businesses stakeholders while sourcing the best suited East or West resources for a project.

Those resources include but are not limited to financing, both equity and debt, along with EPC (Engineering, Procurement & Construction) services to build the project and with operational training to successfully manage the project. Starting in 2016, he led the effort to support and develop the Honduras Transoceanic project to link by rail the Atlantic and Pacific Oceans along with ports at both ends. The support and development entailed sourcing international resources, EPC contractors and financing both debt and equity for the project. The project was poised to move into the final stages of planning just prior to the commencement of construction when the global pandemic began. The project is now on hold pending a necessary change in the winds of global affairs.

In the late 1990’s to early 2000’s as the CEO of C3 China Consultants, he worked with Verizon International to develop its “Project Crest” China Market Entry Strategic plan which entailed the deployment of Verizon back-office telecommunication technology and processes on an IBM platform for a China legacy nationwide telephone network. Using the BEWE business methodology, Mr. Don led the team which developed the China telecommunications market
entry strategy for Verizon and IBM and also managed the collaboration of these two Top Ten Fortune 500 companies with the project host country China legacy nationwide telephone network. The financing package involved over USD110 million.
In the 1990’s he was the architect of financing packages for various hi-tech companies with the investment amounts ranging from USD 2 to 10 million. In the 1980’s as a lawyer, Mr. Don’s then law firm, under his direction as lead attorney, handled the debt restructure financing package of approximately USD150 million for a global Hong Kong Chinese textile company which in current dollars is approximately USD575 million. More recently he has worked with Chinese EPC companies looking for infrastructure projects in the Americas, such as waste to energy projects, suitable for the engineering, procurement and construction (EPC) services for those projects along with possible project financing. One of those projects is the Honduran Transoceanic Railroad and Ports project referred to above.

He is Phi Beta Kappa and summa cum laude graduate in economics from the University of California at Davis and a graduate of the University of Southern California Law School. He and his family lived in Beijing, China for a decade during the Verizon Project Crest era and currently live on the West Coast of America.

By applying its BEWE practices in a disciplined methodical manner, Mr. Don is able to oversee the development of international projects in a collaborative manner among the countries and businesses stakeholders while sourcing the best suited East or West resources for a project.
